Merauke, December 03, 2025 - HDF Energy (Hydrogène de France), through its subsidiary PT HDF Energy Indonesia, and the Provincial Government of South Papua signed a Memorandum of Understanding (MoU) to collaborate on the development of green hydrogen technologies and a hydrogen-based energy ecosystem in the province. The MOU establishes a framework for cooperation in strategic areas such as data sharing for techno-economic studies, facilitation of land access, policy and planning support, and capacity building. Through this agreement, both parties formalize their commitment to accelerate the deployment of green hydrogen-to-power projects in in South Papua and contribute to Indonesia's wider decarbonization agenda.
Scaling Up HDF's Renewstable® Projects in Merauke, Papua, Eastern Indonesia
HDF Energy, a France-based global leader in the hydrogen industry, develops large-scale hydrogen infrastructure and advanced multi-megawatt fuel cell technology. This collaboration is expected to accelerate the deployment of HDF's Renewstable® hydrogen power plants in South Papua, generating green, stable, and baseload power, 24/7, by seamlessly integrating intermittent renewable energy sources with substantial on-site energy storage in the form of green hydrogen and HDF's high-power fuel cells. Renewstable® plants offer a green alternative to traditional diesel fuel power plants, utilizing only solar or wind energy and water to produce firm, predictable clean electricity, thereby reducing greenhouse emissions and minimizing adverse environmental impact.
HDF is currently developing 23 Renewstable® projects across Eastern Indonesia, representing a total investment of more than USD 2.3 billion. These initiatives are supported by international development institutions, including the U.S. International Development Finance Corporation (DFC). The agreement provides a solid foundation and strategic leverage for the development of future green hydrogen projects at both national and subnational levels, reinforcing South Papua's commitment to accelerating its energy transition while supporting Indonesia's ambition to reduce diesel dependency, strengthen local energy security, and meet national climate targets.
With this collaboration, HDF Energy reinforces its long-term commitment to supporting Papua's inclusive economic and social development, in line with the national government's priority to accelerate progress across Indonesia's easternmost regions. As Papua continues to receive strong attention from the central government, underscored by recent directives to speed up policy implementation and maximize development impact, HDF seeks to contribute through reliable, future-ready clean energy infrastructure. The signing ceremony took place at Swiss-Belhotel in Merauke, and was attended by Mathieu Geze, President Director of PT HDF Energy Indonesia, and Apolo Safanpo, Governor of South Papua, representing their respective institutions, who signed the agreement on behalf of their respective institutions.
